What is the policy on inviting players to join the crew? I couldn't find anything on it.

Well, good you brought this up.
There hasn't been any specific policy to be honest, and i want to thank those who have been accepting requests responsibly (at least it seems like that xD) for me it's quite hard to keep track of everything.
When i do check requests, i check the applicant's profile, i don't accept low level players with closed profiles as there is a big chance to accept a modder or haxxor, which we don't really want. I also check for friends in common. It would be nice to hear more opinions here.

Friends in the Crew are very important, to sort out the bad guys. But every player with a crew request hasn't answered me. My question were, from where he knows the crew or who he knows from the crew. Thats not a good start for a request. In my opinion, every candidate has to answer these questions or a crewmember vouches for him.

Fact is: in Social Club every REPRESENTATIVES or higher can invite new member. We can’t control every member. And we can’t say "only LIEUTENANTS or higher has permission to invite".
For me lobs way is the most practicable way. No bureaucracy, less work.
Other ways (personal questions, crewmember vouches) would be nice, sure. Then we have to talk each other much more (who send when mail, control candidate answer), or inviter has to post here (or send pn) that candidate is ok (vouches). Some inviters will do that, some not.
We can make from time to time a muscle purge (nodo way) with an online survey. If muscle don‘t answer, we kick.
Bad guys we can kick all time, if some friend report cheater, hacker, unfriendly persons.
So or so, there is no perfect way. The current way is for me ok.
