You can try to enable the UPnP function.
To enable UPnP in these versions of Windows follow the steps below.
Open the Control Panel.
Click Network and Internet
Click Network and Sharing Center.
In the left pane, click the link for Change advanced sharing settings.
In the Network Discovery section, select the option for Turn on network discovery and click the Save changes button.

So i read this forum and numerous other webpage

So far i can say :
- I run on Windows 7, legit and updated, system requirement are way enough.
- my gta game is the retail version of complete edition (no steam)
- no connection problem with social club.
- i can play the game with a offline gfwl account
- i also can't connect to the gfwl client itself, but my microsoft account (live, messenger,xbox...) is ok and without problems
- the game is updated, i instaled the latest gfwl client and each of its component manualy

I noticed few things strange,
- the game didn't ask me for the product key (but i'm think this part is later in the process)
- when the errors occurs, the network status tab displays : Internet IP : not connected and UPnP : not connected ; the others parametres seems ok

So far i tried :
- turn on, turn off, reset firewall
- Change my microsoft account password, (no special caracters in pass or ID)
- reset internet box, resetting my network configuration, change MTU values... I'm plugged in ethernet
- disable the two-step security of the microsoft account.
- lots of things and tricks that didn't work i don't remember everything lol

If you have any suggestions...

You entered account information in the application - Games for Windows Marketplace ?
After the last game in GTA 4 online,the router stayed the same ? If the router does not support UPnP, you will need to open these ports and map them with the IP address of the computer on which the application is running Games for Windows - LIVE. Warning! - opening ports increases the vulnerability of computer or network!
Have you tried to log another account in gfwl in game?
Be sure to install the latest patch for the game! (There is an assumption that this partly solves the problem with loading profile in GFWL).
Check the compatibility of networking equipment with the Xbox LIVE service

I finally solved my problem.

I asked my brother to sign in with his profile and it worked fine, but me still not.
So it seems to be a problem of profile and in a deseperate try i loged with my professional mail (linked to my microsoft account) and... it worked ?! (wtf?)
Really weird because obviously i'm absolutely sure i've never loged with my pro mail....

Anyways much thanks to you russian, lob and moondew for your help an patience. cya soon on gta 4 then
